Leviathan is only really worth it if you play inside SEA a lot, or you REALLY want the new favour system etc. GC is good for me, it's an unpopular opinion but it makes Castile/Aragon fun as hell to play as. WebEU4 is patched everytime a DLC comes out so it remains an amazing game. Being unable to upgrade your provinces probably just leaves you with the same tactics you used before, mainly conquer conquer conquer. This DLC just allows a bit more peaceful play style. If you don't have the DLC don't worry, your game just plays like it did before.
